Frances Rudgard is the Director of Programs & Operations for Cambodian Living Arts (CLA). She moved to Cambodia in 2010 working as a consultant for a portfolio of NGO clients, and developed a focus in the arts sector. She was an integral part of writing the first strategic plan for CLA and in 2012 was hired as the Program Director to oversee its implementation. She has been instrumental in redesigning CLA’s programs, restructuring organisational practices, and developing human resource capacity in order to realise the strategic plan. Under her watch, CLA has also transitioned from working under a third party organisation, the Marion Institute, to becoming an independent organisation. As CLA prepares to move into its next phase of growth, Frances is focused on CLA’s regional outreach, particularly in the areas of leadership development and cultural networks within the Greater Mekong Subregion.

In 2016, Bamboo Curtain Studio and Cambodian Living Arts co-host “Cultural Leaderships program” between Taiwan and Cambodia exchange. BCS has invited four senior art managers from Cambodia: HUOT Dara, ONN Sokny, SO Phina, and SONG Seng to Taiwan for two weeks residency. Frances Rudgard as a team coordinator facilitates each detail with BCS. This is the extension program of LEARNING AND LEADERSHIP which encourage artists, administrators, and technical specialists’ professional growth. 

In these two weeks, they have shared deep discussion with quite a few culture and art organizations in Taiwan. Also, they have more idea about culture policy in Taiwan, business model of each organizations, vision and mission of each teams and so on. It is a great opportunity to build up the relationship between Taiwan and Cambodia in the art and culture filed.

This project is Sponsored by a grants “The Emerald Initiative “program offered by the Ministry of Culture of the Republic of China. Except an intense visiting schedule, we have arranged Cambodia Night on June 3rd and Workshop on June 4th.

Cambodian Living Arts is an independent non-profit organizationon and develop its programs to offer more support to the growth of the arts sector. CLA believes that the arts are at the heart of a vital and sustainable society.

The mission of Cambodian Living Arts is to facilitate the transformation of Cambodia through the arts. We work in collaboration with others to create an environment where Cambodian arts empower and transform individuals and communities. We do this by encouraging the growth of artists and the arts community, by promoting awareness of the arts, and by advocating for the arts with cultural policymakers and major institutions. In doing so, we aim to create value and understanding of what it means to be Cambodian and to create a sense of unity and shared culture. We believe that through creativity we can each expand our potential as human beings.
