Koganecho Bazaar 2012 外國駐村藝術家徵件

Koganecho Bazaar 是 黃金町藝術中心的藝術節,黃金町藝術中心是以橫濱的替代空間為據點的NPO,他們在2008年開始舉辦藝術節,每年邀請九十餘組個人/團體藝術家前往日本參展,藉此提升當代藝術的風氣。本年度的展覽申請至6月6日截止。

1. Introduction (Goal of the Project)
“Koganecho Bazaar”is an art festival hosted by the Koganecho Management Center, an NPO that uses art to revitalize the Yokohama City Naka Ward Koganecho urban area. With the city's everyday spaces as a stage, the festival has been held every autumn since 2008, and to present organizers have invited a total of 90 groups of artists, curators, and architects from Japan and abroad. With an organization plan that considers creation to presentation as a consecutive process, the festival examines current issues raised by contemporary art.

2. The Theme for Koganecho Bazaar 2012 is “revisit”
Based on practical experience building the frameworks of culture and economic activity that connect to the future prosperity of the Koganecho area, the organizors propose the keyword “revisit,”which includes such meanings as revisiting a place, reinvestigating a problem or plan, re‐experiencing an event and facilitating future visits. Within this context, art may be provisionally considered as things that create new relationships between individual people and between individuals and society. By carrying out proposals from a cross‐section of artistic fields in a coordinated exhibition, art is used to respond to issues faced by the city.

3. Details of Call for Participation
The organizers are accepting proposals based on the aforementioned theme. Proposals for creative work in any genre may be submitted, but standards for screening are the ability to stay at least 30 days or longer in Koganecho (preference goes to artists who can stay a period of around 60 days), an effective use of facilities provided by the organizers, and a high availability to the public audience. Furthermore, proposed plans must be previously unexhibited, original works.

4. Project Duration
【Creative Period of Residency】August 1 (Wed), 2012 to October 18 (Thr), 2012
※Depending on the details of the proposal, the actual period of creation is flexible, but must include a minimum 30 day stay in Koganecho. The artist is required to realize proposed plans for creation and implementation by the opening of the exhibition.
【Exhibition Period】October 19 (Fri), 2012 to December 16 (Sun), 2012

5. Number of Residencies Available
6 Residencies ※Depending on the results of the selection process, the actual number selected may be more or less than the foreseen number.

6. Application Requirements
A.
 Applicants must not have Japanese citizenship and may not be residing in Japan.
B. Applicants must be able to stay for more than 30 days in Koganecho within the project schedule. Preference goes to artists who can stay 60 days or more.
C. Applicants must be self‐sufficient and independent workers prepared to take on the entire creative process and adjusting to daily life in a new setting.
D. Applicants must without exception exhibit the results of their creative work at the Koganecho Bazaar.
E. Applicants must strictly observe the schedule for creation, exhibition, and removal below (see section 4).
F. Applicants must work with the Koganecho office to engage in outreach programs such as artist talks, lectures, workshops, or school visits within the project duration.
G. Applicants must be able to explain their work in either English, Korean, or Japanese and must be able to understand English at the level of daily conversation.
H. Applicants will be required to present a report on this project in either their own country or a country other than Japan after the end of the Koganecho residency.

7. About the Area and Exhibition Space
Koganecho Bazaar uses the city’s everyday spaces as a stage. From the days following the World War II, the Koganecho area was known for its prostitution and drugs. At its peak, there were about 250 small shops used as brothels. Since then, the Association for Hatsunecho, Koganecho and Hinodecho Environmental Cleanup, in cooperation with the region, government, police, universities and others, has continued its tenacious efforts to revitalize the area. In 2008, two art studio buildings located under the Keihin Electric Expressway were completed, and the citywide “Koganecho Bazaar” was held. The following April, the non‐profit organization Koganecho Area Management Center was established in order to continue the area’s art‐based development on a regular basis. While the illegal business have vanished, many of the area’s old shops remain vacant or closed up. As part of our program to revitalize the area, the city of Yokohama and our NPO are renting out these spaces and converting them into buildings that can function as artist studios, shops, cafes and so on. In addition, the annual “Koganecho Bazaar” is organized to support local and international artists, develop the area’s master plan and promote local brands. The projects for this event take place in different locations including space in a former brothel, new buildings under the railway, and other outdoor spaces and wall, show windows, shop spaces etc. After the selection process, the actual location of the proposed project will be discussed between the organizers and artist.

8. Other Support from Organizers
A. Production, Exhibition and De‐installation Cost, and Payment Process Depending on the submitted proposal, financial assistance for creative expenses of up to ¥800,000 will be available. Expenses without a receipt will not be compensated. Payment for shipping creative works after the end of the exhibition is the responsibility of the artist.
B. Other ‐ Travel costs including international travel and visas for Japanese immigration (actual expense) and living expenses will be provided separately. Expenditures without receipts will not be reimbursed. Living expenses will be provided in part after arrival in Japan. ‐Costs for accommodations and exhibition space (including lighting and heating costs) are covered by the office. The organizers will advertise participating proposals for the “Koganecho Bazaar 2012.”

9. About the Copyright and Sale of Creative Works
The organizer will sign an agreement with the artist about the copyright and sale of creative works after individual consultation. Both the organizer and the artist have the right to use photographs and videos documenting the creative space, the exhibition space, the creative work, and so on. Consultation between the organizer and the artist is necessary before commencing sales of creative work.

◆ Selection Process Timeline
The selection committee will make decisions based on the submitted materials. Furthermore, the results of the selection process will be reported to the applicants by the middle of June 2012.
